Loosen the two large bolts that hold(clamp) the carrier.
Loosen the caliper bracket (clamp) bolt.
Turn the carrier ussing a large pair of channel locks until proper slack is on the chain.
Tighten fasteners.

Negative on the shock compression! During the 98 model year, Polaris changed from non-concentric to concentric drive. If your rear brake is located back on the axle, you have concentric drive (which a 99 Sport is) and you don't compress the shock for adjustment.

Other than the brake location. The concentric design keeps the distance from the front sprocket to the rear sprocket equal through all positions of rear suspension travel.
