As alluded to earlier the Factory Polaris 250 pipe/silencer is one and can not be separated, That is why you can not put just a silencer on a 250 trailblazer. The aftermarket 250 pipes from HPD, RCR and AAEN are like the 400 pipes, and allow you to put an aftermarket silencer on.(Or if you want the power, but not the noise you could buy a factory 400 silencer and install it to your aftermarket 250 pipe, Power loss in with this combination is minimal.)

I am not sure if I follow your terminoligy. The HPD muffler/silencer will work with your factory Pipe (Not called a tail pipe)
My opinion is that this will not do much for you except make your bike louder.
My suggestion is to buy a trail pipe and use your factory Silencer. This combination will increase power but keep the noise down. Just adding a Silencer to a 2 stroke will give you minimal gains.
The power is made all in the pipe on a 2 stroke.
As for clutching, well anything you do to increase the power of a CVT powered machine requires clutching adjustment to put the power to the ground. You factory clutching is made to work with the powerband of a stock machine. Your performace could actually go down.
By changine the powerband of the engine you must adjust the clutch to use that power ALWAYS.
I would suggest you get a AAEN clutch tuning manual to understand how the CVT transmission works.
