Default Help! No power

I need some suggestions. My son has a scrambler 90 that doesn't start. We put it away last year and everything was fine, and now it won't start.

I believe it has to be something in the electrical/iginition because it doesn't crank and the tail light doesn't come on. My other son has an identical Scrambler which starts so I swapped out the battery, the fuse/relay under the seat, and the one still starts and the other doesn't.

Where should I start first. I checked the small 5 amp fuse off of the battery and it is fine. Should I start with the brake lever that must be engaged in order to start? It seems like a logical place since the taillight doesn't come on when I engage that brake. I had checked the taillight bulb and that is fine. Is there another fuse somewhere or some other simple explanation? Could it be something to do with safety tether and its fuse?

Any help would be greatly appreciated.

Thanks
