The idle could be explained by the throttle cable but fouling plugs?? Sounds to me like a combination of things could be wrong first thing I would do is to check the cable for sharp bends maybe it is hanging up somewhere if it is broke or messed up order a new one. Next, IF there is still a problem, woulb be to check the carb, maybe it had aftermarket parts and someone stripped it before they traded it in. If they had to rejet and then didnt bother to change back when they traded in would explain what seems to be an overly rich mixture. Of course the air filter being clogged could do that too. As far as stock setting are concerned Main jet is 230 the pilot is 35 and the needle should be in the 3rd slot. At least thats what mine was when it was stock.

plugs must be br 8ES,if you go witht the br9,i don't known but they tend to fouls easier,it seem motor need special heat to maintain proper piston timing.air filter must be clean,on stock airbox revome yellow front baffle.
