SP400 Choke Cable stuck

Default SP400 Choke Cable stuck

I have a 2004 SP400. Didn't ride it for 2 weeks, then went out to start it this weekend. The choke cable will only come about about 1/4 inch. I couldn't get it started, so I took off the air cleaner, shoved in a rag and got it started. Now when ever I let off the throttle, the idle drops and the ATV shuts down. I looked at the choke cable and really can't get any tools in to remove the cable from the carb. Has anyone had a similar problem? Is the low idle a by-product of the stuck choke? I appreciate any help.
