I read this in a magazine at the doctor's office the other day. I think it was a Time or Newsweek, really don't remember. It was just a little news bite that stated the US Forest Service was planning to assess a fine of $10,000,000 (YES it said 10 MILLION!) to a teenager who started a 16,000 acre wildfire in Washington State in August because he didn't have a spark arrestor on his ORV (didn't say if it was an atv, bike, buggy or whatever.)
