if its paper u cant clean it but if its foam jsut use whatever type of cleaner that oil bottle says to use. then let it dry, oil it and put it back on. i find that after washing it with the cleaner using some soap and hot water a few times helps get ever more dirt out.

ya its paper, u will have to replace it. i would go with a K&N or a twin air or some type of foam. i have a twin air and i love it. works great for me. i use the honda oil. its super tacky and catches lots of dirt.
