Default 500 xplorer won't rev

Hi everyone,
I still have this problem with a 500 polaris xplorer 1995 model. It acts as if

the rev limmiter is kicking in all the time. If I push the over ride button, it

will increse rpm only slightly. I have completly disconneted the rev limmiter

and it still will not rev high.
Does anyone know how the rev limmiter works and if it is possible to bypass it

all together. Or a way to test it or what ever else could be causing this?
thanks

It could be the throttle unit also. Disconnect it and see how it runs.
