Doesnt the exhaust come out between the plates? What does the turn down actually do

freer flowing, but restrictive enough to keep torque (my guess)

Yes it does come out from between the plates (disks). I have seen where some folks have gone to putting spacers between the plates to give it the performance of more of them.
