No Choke to Start?

No Choke to Start?
Recently picked up a '99 xplorer 300 cheap because it needed a top-end job. I'm not new to 2 strokes, so I put a Wisco kit in it and fired it up. Runs pretty good, but at idle it seems too rich because it doesn't require the choke to start it from cold. If I flip the choke on it when it's cold, it immediately dies. So far it hasn't fouled the plug, but the plug is black when inspected. I haven't noticed any fuel burping from the overflow lines, so I think the float needle is ok.
The machine is all stock - no modifications. I've got the air screw at 1 1/2 turns out. Brand new air cleaner as well. I've never owned a Polaris before, so I don't know if this is normal or not. It's about 70 degrees here now. Maybe the choke is just for colder weather?
Any advice would be appreciated.....

You might check the choke cable adjustment on the carb. You might try turning the choke cable in a 1/2 or full turn. The choke might be on all the time a little. You are right you probably want it to need a little choke to start if colder than 70 but if it doesnt foul plugs or you are not riding really slow trails all the time then it's OK.

I adjusted the choke cable as suggested. Didn't change anything. It's got about 1/4" of play at the handlebars, so I think it's adjusted right. I also made sure it wasn't sticking as suggested in another thread. I'll just ride it and see if it fouls a plug.
Thanks for the help.....
