Just get a 3/8-24 tap and drill the hole out with the required drill bit and tap in some new threads, then use a grade 8, 3/8-24 bolt in place. A rat-tail file will help ream out the slots in the bumper mounting tabs. My new rear bumper did the same when I tried the install, and I tapped all the holes out prior, and didn't over torque. I drilled out all four and threaded them to 3/8-24, and no more issues.
