Front wheel lock up

My cousin has a 99 Magnum 500. The front wheels are very hard to turn. The brakes are not hung up and the machine is in 2wd. Does anyone know what the problem is?

The only thing I can think of is if the front wheel bearings were replaced or repacked and the big nut that holds the hub on was tightened to much. Or maybe the bearings could be ready(or already have) to sieze up.

SOMETIMES IT WILL STAY IN 4-WHEEL DRIVE.TO GET IT OUT PUT IT IN REVERSE AN THE FRONT WHEELS SHOULD UNLOCK.I HOPE THIS HELP.GOOD LUCK.
