95 Magnum 425 idle

my 95 magnum 425 only has 2200 miles on it. Brought to a guy for a tune up ( big mistake) ever since i got it back i have had nothing but trouble. Most recently it has been fouling plugs within a few miles of a new one being put in. The plug is black, I cant remember if this means too rich or lean?? I have replaced the air filter. When it idles it will vary in idle speed on its own and sounds "jumpy" from time to time. Could this be just a simple carb problem? the boots on the carb do not seem to be cracked or loose but I have not inspected them real close. or could this be much worse such as a possibly worn lobe on the cam? Any help would be appreciated.

The slide needle and nozzle in the carb are worn out. This is a common problem with the 425. They must be replaced often.
They will make the machine run very rich and foul plugs. After they get really worn they will not idle.

was it running good b4 you had it tuned up?mabe this guy back it back togeter wrong. if its black its too rich and if it had a cracked boot it would be lean not rich. maybe the air srew is adjusted wrong as well. a couple of idears.

Can you please elaborate on the nozzle and slide needle? I am having the same issues, fouling plugs and no power at all. I cant figure this out, please help!
