Default 1999 park brake

I am needing help! my park brake is stuck on and i can't seem to get it unstuck. I've tried checking the fluid, using wd40, rocking the bike and can't seem to get it to release. Any thoughts anyone?

sounds like either your master cylinder piston is messed up or the caliper is frooze.

thanks for the advice, but i checked the master cyclindar and it has fluid. The weather is 70 degree's now, so it's not frozen.

i didnt mean froozen from cold weather. i mean like rust or corrsion that is holding the pistons out, so when you let off the brake lever, the pressure is still being applied. sorry for the confusion. it wouldnt be a lack of fluid in the mastercylinder.
