I would look into a waterproof design like what are used in a shower(would need power inverter) unless you can find an ATV specific radio.....my 2 cents

Water proof box, with a in dash mp3 player, and 2 6x9" speakers, works great. Can be built at home for about 200 bucks.

Go to cabelas.com the sale stuff for boats like am/fm cd players like you would see in cars but for boats. They also sale a water proof cover for the radio and speakers for a boat I would guess they can handle some water. then you could wire it up to a 12v source pretty easy.
