Speed limiter???
Is this the speed limeter module or switch at the throttle that is smoking? Disconnecting the black wire at the module disables the system for that model year. It wont hurt anything other than disable that safety feature. There must be a wire that is is also shorted that goes to it and it is under the fuel tank shroud on the left side. You will find a circuit board for all the wiring.

Speed limiter???
Well you will need a multi-meter set to OHMS.....And this will tell you if the wire going to your switch is damaged or BARE somewhere that may be in contact with the steel of frame ......(rubbing).................................To do this all you need to do is with the meter test leads............Put one test lead on the wire from the switch and the other to a good clean bare steel on the quad................................Don't turn the key on you can do this without power(12 volts)....................................Do this to both wires on each side of the switch............................................ ..This will tell you if there is any short to the steel frame!!!......................Do you understand what I am saying?...........Caper...........

Unplug all the wires on the limiter and throw it away. You don't have to have it for the unit to run. It will however run very fast in reverse so be carefull.
