Default winch problem

I have a warn winch on my 2004 sportsman. It stopped working last week. The solenoid seems to be working. At least it sounds like its engaging.

I am getting a reading of 14 volts at the same time from both the blue and yellow wires going to the winch. Is this normal?

Is there a way I can test the winch?

Right on GunnSmoke... I was heading in that direction too. Just wanted to make sure someone else was thinking the same.
