Default polaris Trailblazer 250

I have an 01 trailblazer 250 when at full throttle it bogs out like it wants to die, we called a polaris dealer and they said it sounds like it needs to be rejeted. I orginally had the quad in Nevada and moved to washington state at sea level. would this make a difference and how should I change the jets if needed?

Can I rejet it myself or should I have it done by polaris? If I can do it myself what should I step the jets up to?
