Default 1998 400 Explorer

I"ve got 1998 polaris 400 explorer and am having problems with the cold start. I put the carb in carb cleaner 2x, blew out all the ports, but still don't seem to get any fuel in cold start valve. I have used starting fluid to start it, let it warm up and after it's warm I can shut it off and start it with no problem. Does anyone have a solution to this problem?

Starting fluid lighter than gas,But hard on 2-strokes because of washing lubrication from piston when starting. Needle and seat replaced/or allowing enough fuel into bowl,fuel filter open? compression good?
