belt/clutch question

I know all you experts can help me with this. I've been noticing that when I let off the gas while riding I hear some slapping/noise under the belt cover. It happens just before I start hearing the whining of it free wheeling. I opened the cover and the belt looks great. I couldn't get the cover off very far... how the heck do you get it past the fender??? Could it be a loose belt, or some other problem??

My brother's 400 Xpress does the same thing. The belt is starting to fray on the underside. He has a new belt on order now.
To get the belt off of an Xpress or Xplorer, it helps to take off the footrest. Only 4 screw-headed bolts on the bottom holding it to the frame plus a few more where it connects to each fender. The TB might be the same.

I got the cover off... but the belt looks great. No cracks, not frayed, hardly any dust in the cover. If I put it up on a jackstand and run it it doesn't make any noise. But when i run it on the road as I let off I hear a wining noise as it starts to freewheel and then I hear the slapping noise again. Could it be a loose belt, is there any way to see if it has stretched by looking at it?
Is it time to take it to the dealer since I don't know what I'm doing??
