02 SP 700 flooding itself?

Default 02 SP 700 flooding itself?

Have a 2002 SP 700 that floods itself when the engine is being driven at low RPM's. It's really bad in high range and only going 10-20 MPH. It'll stall right away (basically without any warning). The only way to start it is shutting the fuel supply off, holding the throttle wide open, and turning it over for roughly 10 sec.'s or so. This problem started last year. I got a local small engine guy to look at it. He cleaned the carb up (took the whole thing apart & cleaned EVERYTHING), put new jets in (the main & pilot), put it back together, and set the idle. It's a bit better than before, but not much. Any help or suggestions.
