Your idle speed screw is big enough to turn with your thumb and fore finger , look on the side of the carb it's on the right side of Honda and Suzuki carbed engines ; not sure about your scrambler !
Turn idle speed screw in/clockwise to increase the idle speed ,hope this helps ; and good luck .....

Remove the air filter clean and reoil it after you reinstall the air filter check for an air leak in you intake to carb to make sure it isn't leaking air from the boot , the clamps could've loosened or you may have a cracked boot ; check the boot going from the carb to the air filter also !
If the filter is cleaned and has the right amount of oil on the foam outer wrap , then it could be a dirty carb or valves need adjusting ; one easy way to look for an air leak from one of the boot's is to spray some WD40 or carb cleaner around the boot's the engine rpm's should increase if you have an air leak from one of the boots !
If it turns out to be any of these issues you should get a can of Sea Foam and mix it with your fuel , this is a very good product that will keep the intire fuel system clean ; and it will also burn any exccessive carbon buildup inside the engine's combustion chamber !........

that idle screw is attached to a short cable that goes to the other side of the carb. they do this to make it more accessible to adjust idle. but its very common for that cable to rust and break. mine did this years ago... i had to pull the carb and remove it completely. you can replace it with a new one, but they arent cheap. or you can replace it with an idle screw from a predator carb.
in the meantime, you can adjust the throttle cable like mentioned before.

I need to replace my idle adjusting cable on my 09 Scrambler but not wanting to spend that ridiculous $100 price tag. I saw someone mentioned a cable from a Kawi Zx6r works and a cable from a Polaris predator. Does anybody know if I need to look for certain years? Any other suggestions out there on other cables? Thanks guys
