Trail Blazer 250 Starting and running rough

I have rebuilt the motor, and it has few miles on it and good compression. The carb is fully blown out and looks good and clean. Spark is strong. The oiler is disconnected and I am running 40:1. But it has a few problems.
- It is REAL hard to start
- The settings on the carb where it will run and idle makes it run real rich
I think the choke is messed up, for it seems to do nothing in relation to helping it start. I havef to turn it over a bunch of times and let it warm up it order to get it to start. Plus, the little plunger thing looks weird.
Anyone have a pic of what the choke should look like, how I can set it, or have any other ideas? What about the proper setting for the carb float -- it might be off a hair for I did not have a spec, or know how to measure on this TB?

float should be within 1/32" of the carb body when flipped upside down. the choke should have 1/8" of free play on the lever. the plunger is about 3/8" long made of a brass looking material and has a rubber bottom. should have about 1/16" of brass around the rubber bottom.

have you dont a leak down test on it? it really sounds like you have an air leak somewhere. try this:
when you finally get it started try spraying carb cleaner around all the gaskets and around the intake boot. even spray between the airbox and carb boot. see if the motor revs up any
