Default 96 scrambler 400 waterpump and oil in crankcase and compresion

I have a 96 scrambler 400 Im pretty sure the water pump is bad as Im getting no colant flow. I plan on changing out the water pump impeller. I plan on changing out the seals for the water pump and bearing.

What I am wondering is my crankcase drain plug is draining milky thick oil out of it. The oil for the counter balancer is a little milky but nothing like the thickness of the oil comming out of the crank. I also pulled the drain for the starter and it to had a little oil in there the same as the crankcase.

I read this on another reply.
The cause of your milky oil in the crankcase could be due to the crankshaft seal/bearing being defective, allowing the engine's vacuum to "suck" the mixture into the crankcase from the balance sump.

When I read that post that person stated there counterbalancer oil would drop instantly. I have had the same oil in there for 9 months and its still full.

What I am wondering is if the counterbalancer oil was over filled would this problem happen?

Also I plan on checking the crankshaft for excessive play what is excessive? Can I take the side with the clutch and pull it up and down to check for wear on the left side of the motor?

Also what should the compression be on that motor??

Any help will be appreciated.
