Default cylinder head nut torque

I have finally found an on line manual with torque settings for my 1994 Polaris 400L 4X4 - W948140 [2 stroke]

but 17 to 18 ft pounds sounds very low, can anybody please confirm?

That is correct . The book says that . Take them to an honest 20 and you'll be fine .
