Does it have spark ? Take the spark plug out and ground it to the engine and turn the engine over and see if the plug sparks, check for compression while your at it, get a compession tester and put in the spark plug hole and turn engine , should have at least 100 psi, if it has spark, compression and is getting good , clean fuel it should run.

If has spark, carb clean, but wont start, you can block off air box tube with your thumb and see if it starts! I have to start a bunch like this since electric choke sucks! Even the newer ones with manual chokes some times have to be done the same way. By blocking air inlet tube, forces fuel into engine better on start up.
