94 sportsman 400 - carb help

trying to rebuild an old 94 sportsman 400 and just swapped in a motor from a donor machine.
fired it up for the first time and she jumped right to life, but after 30 seconds or something I noticed carb vent hose (from the bottom of the bowl - it has a little check valve in it?) dumping fuel like crazy.
So I pointed that vent hose up - then upper vent hose (top of the intake) started dumping fuel.
sounds like maybe a stuck float but i wanted to see if i could get some expert opinions before I yard it out of there and take a peek (besides they never look stuck when you take them apart!)

Replace the needle and seat,check that float is parallel with carb body when held upside down! You can keep the check valve and vent tubes as is or you can run an upper vent separate from bottom and just have a drain vent and chunk the valve. Lot of times they pull off any way.

I did pull the bowl and the float was not parrallel - I adjusted the tang. The needle looked fine.
It seems better but under repeated revving it did start spitting some fuel again...guess I do ned a new needle/seat...sucks cause the polaris dealer is closed until tuesday...

thanks guys - ended up just taking the carb off the donor machine...
was running fine with no fuel puking until I noticed the speedo light and dash lights were way too bright, then before my brain could even process what was happening - every light burned out...headlights, taillight, dash lights, speedo light.....
grabbed a multi meter and the voltage was over 20 volts...
any idea why or how this is even possible???
