Recoil rope wont pull back in!

Now comes the serious problem, in the past couple of weeks my electric start hasn't been starting up my 2005 sportsman 500 h.o. When i turn the key it only clicks once
I checked the electric and it has juice passing through the selinoid to the starter. Like I said before there is a serious problem, I have just been using the recoil starter to fire it up until now. Today i pulled the rope my wheeler did not start and the rope did not reel itself back in. I do not know if there is a spring or if anyone knows of any diagrams about how you fix this. They do have a recoil spring but not sure how to get at. Think your base problem is a low battery either because of a weak battery itself or not charging. You should have 12.5 just sitting, 14 when running.
