From this diagram what is needle and seat?

I have a problem with my crankcase full of gas and had a fellow on here and my dealership say it was my needle and seat most likely since this is a 2000 and the carb has never been cleaned or even maintained since new.

and what # is the seat they refer too? I presume the needle is the #3 but I am probably wrong. Also #7 screws are special Torx with the pin in the middle and if thats what I need to take apart I will have to purchase a whole new torx tool to remove or is the needle and seat #28 which isnt listed??

I also just tried to take out my pilot jet and would not budge to the point of striping the groove in the top for the flat screwdriver to go. So its in there for good and hope that its alright just staying in there?????

Thanks for the insight. Also I wonder why they show the part but dont give a part number or say what it is on all the Parts Fiche's I look at?? They usually universal between Mikuni??
