Default Where does this wire go?

First, thanks in advance for any help. I am glad I found this forum.

I changed the battery on my 99 sportsman 500. New battery in and no go. When i hooked the terminals back up I noticed a second black wire that is coming from the same path as the negative wire with a bolt loop on the end. It comes from the shrink wrapped "bubble" that the negative cable comes from. It was definitely hooked to something. Is this a ground? When i try to hold it to the frame to ground it it does not allow it to start. Any idea where this needs to go?
