Still no help yet.

the wheeler will start fine without the choke. once it starts it goes right into high rev. now if i put my hand over the intake and almost cover it all. it will idle. i have pulled the carb and cleaned it.

i would check the rubber boot the the carb goes into on the cylinder. those things are notorious for getting cracks in em. while the engine is running and your hand is over the intake, spary some carb cleaner or starting fliud around that boot..if it revs then there is a leak.

Check your throttle cable for sticking at the carb and the oil pump.
Check the intake boot and maifold.

FIXED!

well after doing a better inspection and instead of guessing. i pulled the air box off to see if the slide was closing. Well it wasn't. seems that the oiler cable had been cut off of the throttle cable and was binding up the whole thing. so i cut that apart and removed the old cable and taped it up and what do you know it actually runs, starts, idles and all the good stuff. Was really late last night and i couldnt think for ****.
