Needs a valve adjustment maybe? I've seen both cold start issues and hot engine issues from valves being out of adjustment. Choke sticking maybe?

did you try to idle up the adjustment a little to see if it helps? just wondering what it is idling at? also make sure the carb air vents are clear and not pinched.

Try the valve adjustment. .006 intake and exhaust. Does sound like a choke issue though. Couldn't start mine cold on a 90º day without the choke on. Mine still needed a minor tweak now and then.

Is the quad new to you or have you had it a while and it started doing this?

Id clean the carb.. When its cold it runs off the choke circuit which by passes the pilot circuit..Id guess your pilot jet is plugged.

Well, they are very cold natured. Not a big deal, just don't plan on firing it up and taking off. They need warm up time.

They changed the dash in 2002, so it may be different on yours. On mine, the choke had 3 settings. Full, half and off. There's also and adjustment (should be under the left side panel below the tank) in the cable. Might want to see if that is out of adjustment. Could explain why you think the choke is off, but the carb is going by the cable and not the switch on the panel.

Oh, there's gonna be two cables there with adjustments. Make sure you are messing with the choke and not the accelerator.
