Does it get better when you push the overide button?
Looking at the wiring diagram just unplug the black wire. It looks like it sends the signal to the cdi box.
the yellow red wire goes to the stator to get a rpm feed.
the green wire goes to the override button.
the white wire goes to the throttle safety switch
So it appears that this will eliminate your ETC.

Well you are on the right track. think spark, compression, and fuel. which one has the problem? It is likely either lack of spark or too much fuel.
Carbs are pretty simple. If it is stock it will have around 210 mainjet, and a 35 pilotjet.
set the float height. It should run, unless the needle is missing. that white plastic peice is missing from the reedblock, i've never tried running without it. So I don't know. do you still have it?
After that it's on to the CDI, coil, plug wire and cap, trigger coil. check the resistance of them or find some parts that are know to be good.
