According to these guys http://www.google.ca/imgres?imgurl=h...:1&um=1&itbs=1 its where the fuel pump vacuum line would be connected. Does you ATV uses a fuel pump?
If you have no fuel pump,Its just a overflow, if the atv was tipped over gas would flow out of there, some have a over flow tube to direct the gas around and below the hot motor for fire safety, some do not have anything like yours.

i just went to a shop and asked the same question and the guys and they printed me off some stuff out of there book and that the hose that goes ther is just an air tube and they said just stick it in the frame or somewhere alot of dirt won't get to it. hope this helps. the guy actually told me that you don't even really need a hose on it and it would be fine but i would probobly just put one on anyways so you can hide it from dirt. hope this helps.
