Well it can be as easy as a few hard pulls out like mine was, or as hard as my buddies which I had to weld a piece of metal to the innner CV housing and use a dent puller/slide hammer to get it out. Make certain you put never seize on it when you replace it.

Its a C clip on the spline of the inner CV joint that holds it in place.

All ATVs axles are held in place by a compression sir clip. This is a front axles of a Artic Cat but you pull it out the same way(3:55 in video) . YouTube - Changing ATV CV boot on 2003 Arctic Cat 400 Automatic

If yours is seized in place you can try this guys method. YouTube - Polaris Sportsman CV axle removal (Redneck Version)

Great videos TLC very informative.
On the 99 sportsman if you only want to remove the outer CV joint on the rear of the quad you will have to cut the CV boot away wipe the excess grease off the CV joint and you will see a cutway on the back of it, right against the axle you will find a snap ring and the only way I found to get it to pop off was using 2 small flat bladed screwdrivers and spread the snap ring. Its tricky to do you might want to have a beer brake when you get frustrated then try again. once its off its easy to see and understand how it works. Keep in mind this is only for the rear CV the front pops off with no special tectonic (<-however spelled)

No they are the same as the 03 ect , spray some wd-40 around where the axle goes into the diff, some can be a real pain to get out, I rig a small chain around the large end, next to the diff and attach a slide hammer to the chain, a couple of good wacks usually get them out
