2001 Polaris 500 no start problem

Main problem- First , I have a new battery and it's fully charged. engine/starter won't turn over at all. Fuel control in "on" position. Just hear a click from the solenoid beside the battery, but starter won't engage. instrument lights on ok. Checked connections for tightness, no arcing or sparking that I can see or hear. also, 2nd problem-manual recoil won't pull cord back, so assume the spring is shot, but open to other ideas. cord is a little rusty looking so maybe water got in.
please, any experience with this problem? any help appreciated.

Welcome to the forum! Just guessing since the recoil rope won't pull out is that the starter bendix has the flywheel in a bind. Another way to test is jump the two solenoid wires and if still won't turn over then I would pull the recoil housing and check this area out. Could be just the bendix binding, or could be part of the recoil ratchet assy locking things up,or a starter problem.Plus you might tap on the starter body and see if it cranks over also,could be a brush problem or dirt/trash in starter. From his wording it sounds like the rope pulls out ok but the rope will not rewind. Water and crud easily gets into the recoil housing thats why I silicon the pull cord handle in place over the rope hole. Lots of exspensive parts inside the recoil cover that hate getting dirty and wet.
As for the clicking of the eclectic start,mind did that,it turned out to be a sticking bush inside the electric starter. I took the starer apart and found the bush was dirty and not sliding, I cleaned a lubed it and got the brush freed up and sliding once more and its been good for 3 years now.
Yes the clicking sounds like it came from the solenoid by the seat, but it was fine.
