Probably why you need the air box,could be running too lean with out it,bogging down! But before you spend any more money,I would do a compression check (100 psi minimum) Plus are you sure both the pilot and main jet are clear and the needle and seat,float arm and pin are operating properly? OPT

Air box! The box itself will concentrate the air, making the mixture a tad richer,especially having to suck through the small air inlet tube. Plus the 250 piston port engine will always have a little bit of bog just by the way it's designed! This is the first generation of 2 stroke engines,when reed valves were introduced in the early 70's they could handle the fuel better. OPT

The air/fuel mixture screw is on the right side of the carb right behind the large idle adjuster. It normally is set between 1 1/2 -2 turns out from a lightly seated position. If you're just going to use the foam filter and NO air box you may have to bump the main jet up from 110 stock up one size to 115 and possibly raise the carb slide needle to remove the bogging. Just lower the clip on the carb slide needle one notch(which raises the needle) and see how it runs. You may have to experiment with it. IF you do replace the air box,you'll have to probably adjust the carb again? OPT
