Welcome to the forum! Carb slide in correctly? Throttle cable slack at the thumb throttle 1/8" only? Did you take the cable out of the slide(throttle plate and spring holding needle securely?) Did you remove the jets and replace securely? Air /fuel screw out about 1 1/2 to 2 turns? OPT

Adjuster for the throttle cable down from the throttle a bit. Plus just cleaning out the bowl or spraying up through the jets may not get em clean plus did you replace the needle and seat? OPT

Try removing the jets and clean them up,especially the pilot jet and use an air compressor if you have one to blow out all the passage ways. OR cheap carb kits are available so you can rebuild it right. OPT

Welcome! start at the basics! Check that you have spark plus do a compression check. You must have at least a minimum 115 pounds compression for the 250 to run right. OPT

What is compression reading? does it have spark? Just look at these videos and see if you've missed anything also in the carb.
