I'll read the link. Trying to make spence of the service manual I have for it. I put a gps to it. Looks like speedo is off. Top speed is actually 45 kph.
Cheap fix is to rebuild the carb so I will be doing that and filter. You said the air box too. Why is that?

 

They were designed and jetted for using the air box,plus the air box keeps the filter out of direct contact with water.

 

Tech: should I be looking into doing the clutches on this?
Which would be better a carb rebuild or replace the carb? Maybe still rebuild current one to have as a spare as kit is coming.
Baffles me how it sounds to rev out but the power isn't there ( half speed at wot ).

 

Install the carb kit since you've got it ordered. No need for another carb. While you're waiting on the carb kit,pull the clutch cover check the belt for excess slack/wear.Clutch puller is need for the front clutch,back clutch just slides off. Worn ramp buttons in the rear clutch were usually the problem on not enough rpm and speed.Again read the manual link I gave you on the clutch section. Tells about the belt and shows the ramp buttons in the rear clutch and how to rewind the clutch if you have to replace them.

 

Keep an eye on your air box for cracks too. I hated the reverse air flow design of these, if they get a crack in the air box, or a bad seal on the lid or between the filter and the box, they draw dirt directly into the engine.

 

I'm reading it. Spent good time on it last night. No worries on that. It is better than my service manual

 

I can't find in the manuals. What are the small tube off the top of the 2 stroke carb and the one from very bottom for? There are short lines out but keep thinking should lead some where. I am looking for an exploded view of the carb but can't locate one

Bottom tube is just a drain/over flow for the carb bowl.Just have it directed down past the bash plate if long enough. You can add a new hose if necessary.Top hose is an atmospheric vent for the carb bowl. It must be open to allow air into the float bowl chamber.
