First off check connections are tight at solenoid,battery,and starter, always load test battery even if it is new just to eliminate it as a problem.If these check out,could be a weak solenoid,starter bendix may be sticking or starter may have a flat spot on the armature, or is dirty inside causing sticking. Just as easy to set it to volts,ground the black lead,red lead on the meter to starter cable should show 12 volts when trying to start. If it doesn't replace the solenoid. Same thing with a test light. Not as accurate but if if starter lead doesn't light up,solenoid is bad. OR even simpler,just check to see if power jumps from the battery side of the solenoid to the starter side with the test light or meter.If it just clicks when trying to start,no power jump to the starter side,replace the solenoid.IF solenoid is transferring power to the starter lead,then you could have starter/bendix problem if it tries to start then just clicks from the solenoid.

This is normal ,you are reading the windings , starters have very low resistance , usually 1 or 2 ohms .
