One last question before you get another breaker.. Do you at least have power to the battery side red wire of the breaker? If you do and power is not transferring through the breaker,then the connection or breaker is faulty.The reason I ask that is that a fusible link is shown on 2002 models,I realize you have the 2000 RSE model and this link is not shown on the parts diagram,plus not sure if this model even has one.. Ok, I have power to battery side of breaker and still nothing across breaker. I went and bought a new one and still the same thing. I'm going to make you a video and post to you tube, so you can see the actual setup.

 

Is it possible the cables from the negative side of the battery are in the wrong spots?

 

If you've tried two different circuit breakers then somethings wrong as it's a straight shot across the breaker from wire to wire.Trace the wire into the harness to see if it's shorting out against another wire tripping the breaker.
