Default 2001 Xplorer 400 2 Stroke no idle -Rebuilt Enge

Just completed assembly of my 400 two stroke after piston went south. I thought I could get away with doing a top-end rebuild but figured it safer to split the case just to make sure there was no debris in crankcase. Engine has new 83.5 mm Wiseco piston, cylinder proffessionally bored and honed to match cylinder to specs, rings gapped to specs, all new seals and bearings including H2O pump and gaskets, etc. Carb was rebuilt prior to engine as I discovered that wasn't the reason it wasn't running well. Compression was down to 30 psi. Cold compression on fresh engine prior to being fired is 120 psi. I got it fired and running by first squirting fuel/oil mix directly in carb to get it going. Fuel system checks out OK. I can't get it to idle and it seems to run rough at part throttle. Not sure where to go from here. Idle/iair mixture screw has no effect, I have the idle speed screw turned all the way in just to get it to run roughly at idle but i do still need to blip throttle. i adjusted main needle one notch richer just to see if it would affect it, but no real results there, either.

Any suggestions as to where I go from here? Ignition problem maybe?
