00 Trail Boss 325 lean condition

Hey guys, new to the site. I picked up a very clean Trail Boss and need some help. I am pretty good with automotives but i am kind of stumped here.
The backstory. Bike ran good but high idle. I noticed right away it leaked fuel from the overflow when off. Rebuilt carb with Shindy kit, also flushed tank and new fuel lines, new air filter and oil change. Found an air leak at the carb/cylinder boot and replaced that as well.
I am still getting a poor idle with surging and intermittent popping thru air box. Rpms like to hang after revving the throttle. Need to increase idle speed to keep it running.
If i go full choke i can turn the idle way down and it idles and revs mint. My pilot is at 2 turns out. I cant fit in there to adjust it with the carb mounted.
I am questioning the quality of Shindy carb kit although i thought they were good quality. Not sure what else could be leaking. Crank seals? Any other ideas? The carb is not super fun to pull. I have the Motion Pro pilot tool on order, not even sure if it will fit. Help!
