I noticed in the Polaris book that there is a drain for the starter. Is this for water buildup? or is it an oil drain?

Both. Its good to drain it every now and then because it does get filled up with some pretty nasty looking stuff.
Is this a 400 or a 500?
When I drain mine I will usually leave the plug out and then use ATF to flush it out before I put it back together.
