Problem with Xpress 300-- Worn out Belt?

Hey everyone, I let our 300 sit for around 3 months, and then we started riding it again. When I get it up to 1/4 throttle, and push it more, the engine loads up, but it doesnt accelerate. I was thinking it was probably the belt, but I wasnt sure. Any ideas?
Also, when I turn the high beam headlights on, it won't go over 1/8 throttle. What could that be? Thanks for your help!

Make sure the spark plug boot is on tight. Both to the plug, and to the wire. It literally 'screws' into the wire (mine does anyway), and sometimes works loose over time .
2.
How good is the battery? If the battery is weak/dead it will wreak havoc with the rev limiter. Weak battery also means weak spark.
3.
Check the throtle cable slack. If it is too loose, the ETC system will kick in at odd times, cutting the spark.
4.
Did you drain the crankcase? Sometimes if left in long-term storage, the carb will leak some fuel into the crankcase, causing an over-rich mix.
