The Prairie won the speed and handling parts. It didn't beat the IRS quads in the ride/suspension/clearance parts. (and I hope nobody actually believes that the ground clearance on a 660 is 8", that was patheticly wrong- take a tape measure to the dealership if you ever needed that proven)
What it boils down to is that no quad dominated every category (like the SP500 used to do year in and out). The reason the Yamaha tied was because they felt it was closer to the Prairie in the performance/handling/weight categories than the 700. If there were no 660 ever produced, then the 700 would have tied the Prairie for the same reasons.
What I got out of this shootout was "don't buy a Quest 650". That and that you can't really go away unimpressed with any of these quads unless you are a sport quad guy wanting a 4x4 and missed out by not buying the Kawasaki.
