Bad news, on the 400 engine, you have to take everything off the right side, including the reciol starter, flywheel, stator, & starter motor.
Then there is a slotted (spanner) nut on the flywheel to remove, and some more bolts, just to get at the pump. From there, the pump impeller should be removable, with the seals on the shaft behind it.

I THINK you might even have to take the engine out of the frame, to get enough room to do this.

Its not as bad as it sounds. I did mine last summer it really wasn't to bad at all. The left hand threaded spanner type nut is not on the flywheel it is behind it. I borrowed the tool needed from my dealer, I think they said its about $25. Parts cost me about $20, all together. Your best investment would be a service manual. You don't have to take the engine out to do it but you do have to remove the recoil, flywheel, generator, and outer section of rightside case, to get to the pump. The seals are within the pump itself, and the pump slides over the counter balance shaft. You will also need to flush out your oil for the counter balancer when seals go, it usually gets coolant in it, NOT GOOD. If you want some more detailed instructions email me and I will get them for you. But like I said a service manual is a great thing to have on hand.
