scrambler 500 valves

I have a stock 99 SC. 500 the valves seem to need adjusted often. I've noticed that my rocker arms slide back and forth on the shaft, they can be moved approx. 1/16". Is this normal? Are there supposed to be any shims between the rockers, I do not have any. Thanks for any help.
