My steering has yet to loosen up, but I know it will sooner or later, and when it does, I will be getting the Hot Seat chromoly steering stem and bracket. There is a review of them on this site. Go to the main page and look under product reviews.
As for Renthal handlebars, yes, they will fit. I put a set on my SC400, which has the same light setup as your quad. The lights mount to a seperate bracket that mounts under the handlebar clamp. You will like the new bars, I put the aluminum bars on, and I really like them. Mine are the 400ex bend, I know others who have used the Banshee bend bars. Holding the two sets together, I cannot tell the difference unless I look at the label.

It's basically identical to the stock one except it's made of a chromoly and has reinforements in certain areas for added strength. It's also lighter than the stock unit. The lower steering support bushing replacement is key too.
