A dremel tool with a spiral cutting bit works well. get one of the 'downward cut' ones, and run it at the slowest speed the tool has. The slow speed will eliminate melting, and the downward cut bit will put the 'burr' from the cut towards the underneath of the fender. Yes, and mark the cut before you start.

I cut them with a dremel. Used high speed cut off wheels. Went Through plenty of them tho. The one thing i do like about those is that they heat the plastic up and leave a nice smooth edge. I made a template first with masking tape, use a waz pencil to draw what u want first. Tin Snips were ok but it took forever. Have some sand paper handy too, it will help out with the rougher edges.
